Empowering people with developmental disabilities through service and advocacy.
Imagine provides Supported Living Services to adults with developmental disabilities, as well as case management services to individuals with physical disabilities through a Medicaid Waiver Service (HCBS). At Imagine, each person designs and directs their own services to achieve their personal goals. Imagine is committed to providing innovative, creative, and high quality services regardless of an individual’s disability. We value all people and their inherent right to live the life that they wish and accomplish the goals that they set for themselves.
Imagine is a public benefit corporation (501C3) serving Santa Cruz County since 2002.
Imagine’s governerning documents, conflict of interest policy and financial documents are all available for public inspection during normal buisness hours.

Doug Pascover comes to Imagine with fifteen years of social service management experience, the last thirteen as a provider of ILS, SLS and Self-determination services. His professional interests are in person-centered services, lean management (although not lean managers,) and continuous quality improvement. For most of Imagine’s history, Doug has been a frequent collaborator with Julie Reinhardt on issues related to increasing staff wages, legislation, advocacy and helping to establish the bylaws for the Monterey Bay Provider Network.
Doug was a founding Strong Partner in the California Disability Community Action Network, has chaired two regional center Service Provider Advisory Committees and served on numerous panels for both the state legislature and the Department of Developmental Services developing legislation and regulations.
He is new to the area, having worked for the last thirteen years in Southern California. If you see him say howdy.
Director of Services
Julie Ross comes to Imagine from San Andreas Regional Center where she has worked for the past 9 years as a Service Coordinator, and more recently as the District Manager of Santa Cruz County, focusing on adult services. She is looking forward to joining the provider community where she will have the opportunity to be more directly involved in advocating for and supporting the individuals served by Imagine’s supported living services. Julie is also very excited to develop and grow the Imagine Family Home program which will bring a new residential option to individuals in Santa Cruz County. She is a strong believer in individual choice and is very eager to see a new residential option become a reality for this community.
Julie moved to Santa Cruz in 1988 to attend UCSC and his lived here ever since. She currently lives in Soquel with her husband and three children.
